Abstract

The movmeents are a differtent from of collective action that change inthe political system and put forward alternativeprojects that will achieve politcal and social change to political stability . The study starts from addressing thre areb region from 2011 to 2021 , considzring that social movements are an influential actor in the outputed by the tunisian andegyptian masses to express the griievance and social and political exclusion that they lived through for th ree decades of authoritan rule , As it turns out that the limits of its influence were relative and temporary , the active forses Egyptian regime soon succeeded in regaining their status and gains , represented in the administrative bureauracy , wihch is controlled by a military elite of retirees, and the military establishment, while the the social movements in tunisiai succeded in the first signs of democratic estabilishment , such as the presence of the constituent Assembly and the estabilishment of A constitution that enjoyed elite and popular consensus in2014,but economic and social requirement prevented the fulfillment of the requirements of political stability. The Arab experience, which was dealt with in the study, showed the possibility of social movements, whether new or networked, and their ability to bring about change. However, this remains dependent on the actual practices of the social actor and his ability to continue, struggle and resist in the presence of a political system that has the tools and capabilities that qualify it to penetrate it or reproduce itself. This reality brings us to the need to adopt mechanisms to reform the state's relationship with society and to achieve the highest possible level of mutual political empowerment between the authorities and social groups in order to achieve political stability.
