where the reality of al-awqaf in Algeria was presented based on its historical and organizational framework, the diversity of waqf properties, and the most important developmental waqf projects. A field study was discussed at the Directorate of Religious Affairs and al-awqaf in the state of Algiers to determine the extent of the waqf's contribution to supporting local development by the state. Some of the obstacles that caused the weakness of the waqf sector in Algeria and the requirements for reforming it and ensuring the waqf's participation in supporting local development in Algeria were also clarified. In order to ensure the participation of the waqf in supporting local development in Algeria, two applicable proposals were presented: the first is the establishment of an waqf fund with the state directorates of religious affairs and al-awqaf, and the second is to open the way for municipalities at the national level to invest in waqf real estate, in light of Executive Decree No. 18/213 specifying the conditions and modalities for the exploitation of waqf real estate intended for the completion of investment projects. The study concluded that the wilaya of Algiers, although it occupies the forefront in the number and diversity of waqf properties at the national level, and also contains the largest waqf projects, most notably the project of the waqf complex Hay al-Karam, but its contribution to supporting local development remained modest and largely limited to serving religious aspects. The study recommended the need to pay attention to the social aspect in distributing waqf revenue, making it a factor of service to the community, and raising the level of cultural awareness among individuals of the importance of waqf work in the service of local development.
