Abstract

This study aims to shed light on the necessary requirements for establishing Algerian national Islamic banks, as an alternative to the Islamic windows that have recently spread. This is done by approaching the reality of Islamic banking in general and in Algeria in particular and its institutional framework of Islamic banks and windows. Then, we study international experiences that have dealt or are dealing with the dual system within their banking structure, to extract from them the most important requirements and propose models for establishment and comparison between them, in order to come up with a model that suits the Algerian banking environment, using three approaches: historical, descriptive and analytical. The study concluded the importance of having fully operational Islamic banks within the banking structure, and their role in correcting the path of development of Islamic banking in Algeria, in the event that they are coupled with an appropriate regulatory and legal framework, and a supportive financial, human and technological environment. After studying the various possible models of establishment, either through transformation or through full establishment, the model closest to application was reached, which I proposed to call the Dual Establishment Model (DEM), which combines the transformation of Islamic windows into full entities and stimulates the establishment of national Islamic banks.
